Light-Steel Ferienhäuser in Germany: The EnEV/GEG & Bauantrag Playbook (2026)

We've been getting the same email twice a week since last spring. A Ferienhaus investor finds a light-steel cabin rendering that looks right, talks to a Chinese supplier who quotes a competitive price per square metre, ships it to Hamburg, and three weeks before opening weekend the local Bauaufsichtsbehörde sends a letter: the Energieausweis doesn't pass, the Statik was never signed off, and the building footprint sits half a metre over the property line. Game over for that season.

The mistake is rarely the building itself. German standards for light-steel modular housing are clear, well-documented, and achievable. The mistake is treating GEG, Bauantrag and CE compliance as something to "sort out later" — once the order is already in a container on the Yangtze.

This article walks through what a serious German Ferienhaus project needs, in the order you'll hit the problems.

1. Why light steel is suddenly worth a serious look in Germany

For thirty years, the German prefab market has been Holzfertigbau. Timber frame, from companies like WeberHaus, Schwörer, FingerHaus — well-financed, well-marketed, with showroom villages in Oberstetten. A buyer who walked into a Ferienhaus trade show would barely see steel.

Two things changed that picture since 2023.

First, the industrial modular giants (KLEUSBERG, ALHO, Goldbeck) have shown what factory-built steel can do at scale, mostly on office buildings, schools, hospitals. The construction industry noticed. Some of that engineering discipline is now available for residential applications, and the small-to-medium Ferienhaus investor can finally access it without paying enterprise prices.

Second, the Camping and Glamping wave pulled a new buyer into the market. A Campingplatz-Betreiber running 80 pitches in Allgäu doesn't want a timber Haus — they want 12 to 20 mono-pitch glamping pods, identical, installed in two weeks, ready by Pfingsten. Modular steel fits that brief. Holzfertighaus does not.

If you've been told "nobody in Germany buys light steel for Ferienhäuser," that's outdated. The window is open.

2. The GEG reality check (and yes, it's GEG now, not EnEV)

Anyone still quoting EnEV 2016 to you is six years behind. Since November 2020, the Energieeinsparungsgesetz for buildings has been replaced by the Gebäudeenergiegesetz (GEG), and GEG tightened further in 2024. If you're shopping for a Ferienhaus built in 2025 or later, the rules are GEG.

Two numbers drive the entire conversation.

65% — the share of primary energy that must come from renewable sources (GEG §10, primary requirement). For new residential buildings under 100 kWh/m²a heating demand, this is the binding target. A light-steel Ferienhaus with an electric heat pump and a rooftop PV array meets it without drama. A light-steel Ferienhaus with a propane boiler and no renewables does not.

Energieausweis — the energy performance certificate required for every new building and every major renovation. Your supplier must be able to deliver one. Not a "we can calculate it later" promise — the certificate itself, issued by a certified Energieberater, based on a real Berechnung nach DIN V 18599 of your specific building geometry.

The good news: light steel is structurally well-positioned for GEG. A well-detailed Steelmark House module hits U-values of 0.13 to 0.18 W/m²K on the walls, 0.10 to 0.14 on the roof, with triple-glazed windows and a heat-recovery ventilation unit. Those are KfW 40 / KfW 55 numbers. They get you below the GEG reference building and qualify for federal grants (KfW 297 / 298 / 300, depending on the year and program).

The bad news: the supplier who tells you "we always pass GEG" without showing you the actual U-value calculation is bluffing. Ask for the line items.

3. CE, ETA, and what your engineer should hand you on day one

Three acronyms cause more confusion in German B2B modular housing than almost anything else.

CE marking is not optional in Germany for a load-bearing steel structure. The relevant harmonised standard is DIN EN 1090-1 — execution of structural steel structures. Your manufacturer must hold a factory production control certificate under EN 1090-1, with the execution class declared (typically EXC2 for residential Ferienhäuser). A supplier who only quotes "CE certified" without the EXC class is hiding something. The certificate has a certificate number, a notified body, and an expiry date. Ask for all three.

ETA (European Technical Assessment) is voluntary for residential light-steel systems, not a legal requirement. But if a GU (Generalunternehmer) or institutional buyer is shortlisting suppliers, ETA on the wall and roof cassette system is a near-mandatory gatekeeping document. It documents thermal, structural, fire and durability performance under a harmonised technical specification. Not having ETA doesn't disqualify you; having it shortens the conversation considerably.

Berechnung nach DIN V 18599 — the energy balance method required for the Energieausweis. Your manufacturer should be able to run this on your building geometry, or work with a certified Energieberater in Germany who can. If they don't know what DIN V 18599 is, walk away.

For T3 buyers (Generalunternehmer and large campsite operators), these three documents together are the price of admission to the tender. A clean supplier has them ready. A supplier who needs "two more weeks" to dig them up is not ready.

4. Bauantrag: the part nobody warns you about

Here's where German Ferienhaus projects go to die.

The Bauantrag (building permit application) is filed with the local Bauaufsichtsbehörde (building supervisory authority) of your Landkreis or kreisfreie Stadt. The rules come from the Landesbauordnung (LBO) of your Bundesland — and that's where the trap sits. Bavaria's LBO is not North Rhine-Westphalia's. The same building will have different documentation requirements, different distances to property boundaries (Abstandsflächen), and different processing times depending on whether your Ferienhaus stands in Oberbayern, Schwarzwald, or an Ostsee coastal town.

Three documents are non-negotiable for the Vorlage (submission package):

  1. Energieausweis (GEG-compliant, signed by a certified Energieberater)
  2. Statik — structural calculation, signed by a German Tragwerksplaner or a Prüfingenieur, based on your specific loads and soil conditions
  3. Brandschutz — fire protection concept, demonstrating compliance with the LBO's fire resistance requirements (typically B1 or B2 for a single-family Ferienhaus of this scale)

Typical processing time: 8 to 16 weeks for a standard Ferienhaus on a recognised Bebauungsplan area. Up to 6 months if the project triggers neighbourhood consultation (Nachbarbeteiligung) or sits in a landscape protection zone.

The path gets shorter if the Ferienhaus is genehmigungsfrei (permit-free) under your Bundesland's LBO exemptions — most German LBOs allow small auxiliary buildings under a threshold square-metre footprint to skip the formal Bauantrag, though Energieausweis and Statik are still required. Your manufacturer should know the threshold for your Bundesland and design accordingly.

There's also the Bestand vs Neubau fork. Converting an existing agricultural building into a Ferienhaus (Bestandsumbau) is a different legal animal than building fresh on a greenfield site (Neubau). Different Vorlage requirements, different tax treatment, sometimes different financing routes (KfW 261 for Bestandsumbau). Worth asking both your Architekt and your Steuerberater before you commit.

5. Snow & wind loads: not optional in Bayern and Schwarzwald

A Schwarzwald roof at 800 m elevation in February carries a different load than a Baltic coast Ferienhaus at 5 m elevation. The Eurocode system covers both, but the numbers change.

Snow load — Germany is divided into zones 1, 2 and 3 (with zone 3 split into sub-zones for alpine areas). A Schwarzwald Ferienhaus at 800 m may face a ground snow load of 1.5 to 2.5 kN/m² depending on exact altitude and exposure. Bayreuth direction is similar. A North Sea coastal Ferienhaus is more like 0.7 to 1.0 kN/m².

Wind load — Germany has four wind zones. Inland Bavaria is zone 1 or 2. The North Sea and Baltic coasts are zone 4 — higher gust pressures, more onerous exposure categories.

Your light-steel frame must be dimensioned and verified for the specific zone of your project site. Eurocode 3 (DIN EN 1993-1-3 for cold-formed steel) governs the calculation. We strongly recommend a third-party structural verification — TÜV, DEKRA, or an independent Prüfingenieur — rather than relying solely on the manufacturer's in-house Statik. The third-party stamp is what carries weight at the Bauantrag review.

A Schwarzwald project we delivered last winter used a roof cassette system rated for 2.0 kN/m² snow load and zone 2 wind. After two bad winters, zero service calls on the frame. That's the standard to aim for.

6. Where modular + light steel beats timber (for Ferienhaus investors)

This is the part that matters to your investor spreadsheet.

A timber frame Ferienhaus in Germany — properly executed — takes roughly 6 to 12 weeks on site for a 60 to 80 m² unit, depending on weather and crew availability. That includes foundations, frame erection, insulation, cladding, roof, windows, interior fit-out. A crew of 4 to 6 local tradesmen at 50 to 70 EUR per hour. Do the maths.

A light-steel modular Ferienhaus — factory-prefabricated to 95% completion, shipped in 40HC containers, assembled on site in 5 to 7 working days for the same footprint. Two of our recent projects: a 4-module Ferienhaus in Mecklenburg-Vorpommern, six days from first crane lift to interior fit-out handover; a 12-pod glamping site in Allgäu, nine days for all pods combined (one crane, three installers).

The second unit, and every unit after, gets cheaper and faster. Same drawing, same jigs, same tolerances. If you're planning 10 to 50 Ferienhäuser across multiple sites (which is what serious investors do), the per-unit number drops significantly after the first five. With timber, every unit is a fresh on-site build.

For an investor, the cash-flow benefit is more important than the cost saving. A Ferienhaus that opens in June instead of August delivers an extra 6 to 8 weeks of rental income that year. Across 10 units, that's the difference between a tight year and a comfortable one.

7. 8 questions to put to your light-steel supplier before signing

Print this out. Take it to the supplier meeting. If they can't answer every one, walk.

  1. What's your DIN EN 1090-1 certificate number and notified body? What EXC class are you certified for?
  2. Do you have ETA documentation for your wall and roof cassette system? If not, why not?
  3. Can you run a Berechnung nach DIN V 18599 on our floor plan and issue a GEG-compliant Energieausweis? Or do we need to hire a German Energieberater?
  4. Have you submitted a Bauantrag Vorlage in our Bundesland before? Which one, and what was the result?
  5. Who signs your Statik? In-house engineer, German Prüfingenieur, or third-party TÜV / DEKRA?
  6. What's the Brandschutz classification of your wall and roof assemblies under DIN 4102?
  7. Vor-Ort-Montagezeit for a single 60 m² unit, with our foundation ready? Number of crew and days, real, not best case.
  8. Container loading plan — how many units per 40HC, who handles inland transport from Hamburg or Bremerhaven to our site, and what's included in the Incoterm (typically CIF Hamburg, sometimes DAP site)?

Bonus questions worth asking: what's your real lead time from order to delivery at site (factory production + sea freight + customs clearance), and do you have All-Risks transport insurance that covers the module in container transit?

If the supplier starts answering in vague percentages ("we're 90% ready for GEG") — that's not an answer. Concrete deliverables or move on.

Step 2 — GEG and Bauantrag pre-check. Our engineering desk runs a first-pass DIN V 18599 Berechnung on your chosen geometry. If you already have a German Architekt or Energieberater, we work with them. If not, we introduce you to certified partners in your region.

Step 3 — Module design and pricing. You receive a fixed-price proposal including: factory production, CE documentation under DIN EN 1090-1, project-specific Statik, ETA references, transport to Hamburg / Bremerhaven, and on-site assembly by our German-speaking installation crew.

Step 4 — Production and pre-shipment inspection. Factory production in China, third-party inspection by TÜV or DEKRA at our cost before container loading, full QA photo and video documentation shared with you.

Step 5 — Delivery and assembly. 40HC containers to your nearest port, inland transport arranged, on-site assembly typically within the timeframes stated above.

Step 6 — Aftercare. 10-year structural warranty on the steel frame, 5-year warranty on the building envelope. Spare parts kit shipped with every unit. Service hotline in English and German.

FAQ

Is GEG 2024 different from the old EnEV? Yes. EnEV 2016 was replaced by GEG (Gebäudeenergiegesetz) in November 2020. GEG was tightened further in 2024. Any Ferienhaus built or substantially renovated from 2024 onwards must comply with GEG, including the 65% renewable primary energy requirement.

How long does a Bauantrag take for a Ferienhaus in Germany? Standard processing is 8 to 16 weeks, longer in protected zones or with neighbour disputes. Some Bundesländer allow small Ferienhaus (typically under 30 to 50 m² footprint) to skip the formal Bauantrag, but the Energieausweis and Statik remain mandatory.

Is CE marking mandatory for light-steel Ferienhäuser? Yes, for the structural steel frame. CE under DIN EN 1090-1 with a declared execution class (typically EXC2) is the legal requirement. ETA is not mandatory but is increasingly expected by institutional buyers and large GUs.
